There is no listing fee and no platform fee in this phase. You pay the affiliate commission your own program already pays.

One call to the sandbox. You don't need an account or our approval.

You send your listing to the sandbox in one request, and it stores the listing as a draft. Read the seller quickstart to get the key and the request.

To join the first group of sellers, both of these must be true.

A buyer can start using your product without anyone on your team setting it up by hand. Handing over a license or API key counts, and so does sending the buyer to a page where they claim their account.
You run an affiliate or reseller program.
